ROLE PURPOSE:

The Grant and System Management Officers will manage a portfolio of grantfor Save the Children Mali&Guinea,with particular reference tothe reporting, budgeting and compliance processes.The role will incorporate significant responsibilities in proposal budget development, budget monitoring and compliance assurance of existing grants, as well as for capacity building grants staff at the field level, and management of data base software.

Dimensions:Save the Children is providing support to children in Mali and Guinea
Staff directly reporting to this post:None.
KEY AREAS OF ACCOUNTABILITY:

Budgeting
.
• Supportthe proposal development team by preparing budgets for new funding opportunities and contract modificationsin coordination with relevant departments and field offices
• Ensureproposal budget figures are aligned with narrative proposal and log frame
• Ensure all approved donor budgets are uploaded in a timely way onto the financial system and relevant staff are informed of codes for booking costs.
• Assist in preparing grant budget projections yearly, quarterly.

Management and Donor Reporting:
• Conduct monthly analysis of grant expenditure (BVA) and present pertinent issues to Award manager / Finance Director
• Support programmeteams in BVA analysis, planning and executing timely expenditure
• Ensure that any necessary recoding, reclassification is completed on time
• Review and reconcile donor financial reports, ensuring expenditure is compliant and relevant, proposing adjustments as necessary.
• Assist Awards Manager with other reporting if required.

Policy and Donor Regulations Compliance:
• Assist programme teams in ensuring all grants are compliant with contractual obligations
• Review grant agreements for content
• Assist the Grant manager in preparing Donor file key points
• Assist the Grants opening meetings, ensuring compliance is clear and understood
• Provide training in compliance as necessary
• Assist with preparation of audits

System Management
• Maintain proposal/ opportunities database and ensure the information is updated in timely manner.
• Respond to Member and internal Save the Children Mali & Guinea requests for data base information
• Create Budget lines codes in the data base system
• Participate in a proper running of the database for grants

Other tasks :
• Assist Award Manager in coordination with other agencies in budget and compliance matters as required
• Ensure effective coordination on all awards related matters.
• Actively participate in key relevant internal meetings such as BVA Meetings or others as required to discuss current status of grants and available resources.
• Ensure that field teams understand budget and provide assistancein budget management.
• Develop and implement clear capacity building plans with supervised staff.
• Participate in a proper running of the database for grants;

QUALIFICATIONS AND EXPERIENCE:
• Development professional with a relevant Masters’ Degree or equivalent professional experience.
• Significant professional experience in international NGOs, UN or donor agency in both emergency and development contexts,
• Excellent budgeting and accounting skills, and presentation/communication skills.
• Experience in producing financial reports.
• Experience in developing large-scale or strategic proposal budgets
• Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels
• Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
• Ability to present complex information in a succinct and compelling manner.
• Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
• Fluency in English, both verbal and written, required.
• Commitment to Save the Children values, including willingness to abide by and enforce the Child Safeguarding policy.
Mandatory
